This scheme is specifically designed for individuals who are already employed in Singapore and hold valid work passes, such as the Employment Pass, S Pass, or other relevant work visas. Here’s a detailed explanation of the scheme:

1. Eligibility for the PTS Scheme

To qualify for Permanent Residency under the PTS Scheme, you must meet the following criteria:

  • Current Employment in Singapore: You must be holding a valid work pass, specifically:
    • Employment Pass (EP): Typically for professionals, managers, executives, and specialists (PMETs) earning a minimum monthly salary.
    • S Pass: For mid-level skilled staff with specific qualifications or job expertise.
    • EntrePass: For entrepreneurs or business owners who are operating a business in Singapore.
  • Duration of Employment: While there is no formal minimum time requirement, it is generally advisable for applicants to have worked in Singapore for at least 6 to 12 months before applying. This allows applicants to establish a stable employment history and show economic contributions.
  • Stable Income: Your salary, job position, and career progression are key considerations for approval. Higher salaries and professional positions typically indicate stronger contributions to Singapore’s economy, which can improve your chances of approval.
  • Education and Professional Qualifications: A relevant degree, diploma, or other formal qualifications from recognized institutions can strengthen your PR application. The Singapore government favors well-educated professionals who can contribute to its skilled workforce.

2. Factors Considered in the PR Application

The following factors are taken into account when assessing an application under the PTS Scheme:

  • Job Stability: A stable career with an established company is important. The Singapore government favors individuals who have a steady income and can contribute long-term to the economy.
  • Occupation and Industry: Professionals in sectors with high demand (such as technology, finance, engineering, healthcare, and scientific research) are generally given preference. Individuals working in industries that align with Singapore’s economic goals have better chances of approval.
  • Economic Contribution: Your employment history, income level, and the reputation of your company play a role. Those with high earnings and significant economic contributions are viewed more favorably.
  • Age: Younger applicants (typically in their 20s to 40s) are favored, as they are seen as having the potential for a long-term career in Singapore, providing economic and social contributions for many years.
  • Family Ties in Singapore: Applicants who are married, particularly to Singapore citizens or Permanent Residents, or have children studying in Singapore, may have a stronger application. Having family members in Singapore demonstrates social integration.
  • Social Integration: Efforts to integrate into Singaporean society, such as involvement in community activities, volunteer work, or contributions to local causes, can strengthen your application. Knowledge of local culture and language (e.g., taking up conversational Mandarin or Malay) may also be beneficial.

    3. Application Process for the PTS Scheme

    • Step 1: Gather Required Documents: Prepare essential documents, including:
      • Valid passport.
      • Employment pass or work visa.
      • Payslips for the last six months.
      • Employer’s recommendation letter or company profile.
      • Income tax assessment notices for the past three years.
      • Educational qualifications (diplomas, degrees, certificates).

    • Step 2: Submit Your Application: Applications for PR under the PTS Scheme must be submitted online via the Immigration and Checkpoints Authority (ICA) e-PR portal. Ensure that all documents are clear, properly scanned, and complete to avoid delays.
    • Step 3: Wait for Application Outcome: The processing time typically takes 4 to 6 months, but in some cases, it can take longer. Applicants are encouraged to track their application status through the ICA portal.
